As prime consultant, Zephyr Rail leads and manages a team of twelve outstanding firms to support LA Metro on projects across the Authority’s network. Through multiple, on-call task orders, Zephyr Rail provides all aspects of program and construction management: project management; project coordination; office and resident engineering; civil and track inspection; at-grade crossings including quiet zone inspection and coordination; aerial mapping; construction staging and phasing; and CPUC coordination.

Projects include:

• North Hollywood to Pasadena Bus Rapid Transit Project – the project will bring zero-emission electric buses operating in dedicated lanes.
• Harbor Gateway Transit Center – a major hub connecting the I-110 and the CA-91 with zero-emission buses.
• Sepulveda Transit Corridor Project – a proposed high-capacity rail line connecting the San Fernando Valley and the Westside, an alternative delivery project.
• LinkUS – a major modernization of the busiest transit hub in the Western United States.
• Joint Development projects – Metro’s collaboration with developers has completed 2,362 housing units to date, with 3,387 additional units in the pipeline (LA Metro, Oct. 2024).
• Adjacent Development projects – Metro’s safety and coordination reviews support healthy, sustainable, and integrated neighborhoods along the region’s transit network.
• Division 9 – Zero-emission bus project in El Monte, CA.
• Transportation Communication Network (TCN) – will create a network of digital display structures on Metro-owned land to provide real-time traffic, public transit, and emergency alerts.
