Vice President, Program and Construction Management Services

Zephyr UAS, Inc., dba Zephyr Rail seeks Vice President, Program and Construction Management Services in Orange, CA.

Job Duties:

Analyze engineering plans, survey reports, maps, and other pertinent engineering data to develop comprehensive project plans including scope, timeline, and budget. Lead and manage all aspects of construction engineering projects, ensuring projects are completed on time and within scope and budget. Develop and implement strategic plans to enhance program and construction management services. Assess project feasibility by analyzing resource needs and preparing and managing budget estimates. Oversee project teams, providing engineering expertise, guidance, support, and direction to ensure high performance and professional development. Meet regularly with engineering project staff to evaluate progress and address issues. Review and approve technical engineering drawings, specifications, and plans. Establish and maintain strong relationships with clients, stakeholders, and partners. Present and explain regular progress reports to clients and senior management. Perform administrative functions including negotiating engineering design and construction contracts with clients, suppliers, and subcontractors. Ensure compliance with all regulatory and company standards, policies, and procedures. Oversee lower-level subordinates consisting of Program Managers, Project Engineers, Construction Managers, Office Engineers, Inspectors, Project Support Specialist, and Senior Scheduler.

Job Requirements:

Requires a Master’s degree in civil engineering or related field, plus five (5) years of experience in engineering management or related project management experience in transportation or transit projects including experience in managing large-scale infrastructure projects, with direct responsibility for scheduling, cost control, and budgeting. Alternatively, will accept a Bachelor’s degree in civil engineering or related field, plus seven (7) years of experience in engineering management or related project management experience in transportation or transit projects including experience in managing largescale infrastructure projects, with direct responsibility for scheduling, cost control, and budgeting.

Position also requires:
1. Three (3) years of experience in transit and rail infrastructure design and construction practices, leading multidisciplinary engineering and construction teams, including direct supervision of subordinates, and stakeholder/third-party coordination with railroads and state and local government agencies;
2. Two (2) years of experience in contract administration, change management, claims resolution, and quality management systems for rail/transit infrastructure;
3. One (1) year of experience with utility relocation and coordination in rail or transit corridors and project delivery methods including Design-Build, Public-Private Partnership, and Predevelopment Agreement.

Must have the following: Professional Engineer License in any state and Project Management Professional certification.
